Dear Gwatkin,
Thank you for your letter of the 8th
November enclosing copies of a draft memorandum
on the Conference about the Hong Kong New
Territories. It sets out sufficiently and
correctly the gist of the discussion, and neither
we nor Sir C. Clementi desire any corrections or
additions. Sir Cecil has kept a copy which he
is going to take with him to liong Kong and then,
after consulting his Law Officers and Land Officers,
he will submit definite recommendations.
